Dmu police to crackdown on traffic offenders

In continuation of the enforcement drive against vehicles without registration and those plying with outside the state registration, the office of the Commissioner of Police, Dimapur has informed that the Dimapur Police would begin enforcement of the below mentioned offences very shortly.  
(a) As per the direction of the Supreme Court whereby it has banned the use of black films on the car windows and windshields, the enforcement drive on the same will begin and the violators penalized as per the law. Tinted materials pasted on safety glasses in the vehicle will be removed. 
With regard to the interpretation of the Visual Light Transmission (VLT) of 70% for windshield and 50% for side windows, the Apex Court has clarified that this provision as per Rule 100 (2) of the Central Motor Vehicle Rule 1989, are relatable to the manufacture of the safety glasses for the windshields and side glasses only. In other words, the mentioned VLT applies to the safety glasses that come from the manufacturer of the vehicle and, any other material in the form of films, curtains etc. are concerned, they are completely banned irrespective of the percentage of Visual Light Transmission (VLT) blocked or allowed by them.
Exemption is made in respect of authorized vehicles used by those under ‘Z Plus’ and ‘Z’ category protectee only. 
Dimapur Police has appealed to all citizens including VIPS, bureaucrats, government officials, Army, Para Military not falling under such category to co-operate and voluntarily remove such materials from the windshields and side glasses. Penalties and action shall be applied as per law.
Meanwhile, it has also been informed that Dimapur Traffic Police would begin the strict enforcement of the use of helmets for two-wheelers. Riding a two-wheeler without helmets was an offence and can be penalized under Sec. 177 of the Motor Vehicle Act (MV Act) 1989. Penalty of Rs. 100 for first offence and upto Rs. 300 for subsequent offences will be imposed. Citizens have been requested to co-operate as it was being enforced for their own safety.
