Panel to study land holding in State

Chief minister Neiphiu Rio said the State government would constitute an expert committee to study the land holding system in the state to attract private investors to Nagaland.
Intervening in the debate over the Transfer of Property Act of India, the chief minister said the state government wanted to encourage private investments.
“As we are now in a global village, we want investment and the land law should be made suitable and investment-friendly and the loopholes be removed,” Rio said.
Earlier, former chief minister and Congress MLA KL Chishi sought clarification on why the government had leased out and mortgaged property to private parties everywhere in Nagaland, whereas as per Article 371 (A) of the Indian Constitution, transfer of property could be done only in case of Dimapur town area.
Terming such transfers in other areas and districts, except Dimapur town area, as illegal, Chishi said the government should not lease out property to private individuals or companies.
Parliamentary secretary for Law and Justice Yitachu said that except clause (F) section 58 of the Transfer of Property Act 1882 (Act No-4 of 1882) which has been made applicable on Dimapur Municipality/Dimapur Mouza Area, the rest of the Provisions of the Act of 1882 were not applicable to the sate of Nagaland.
