NCSA resents govt apathy

Nagaland Civil Service Association (NCSA) has expressed resentment that its demand for the past twenty one years for encadrement of senior level posts in the rank of principal secretary and commissioner & secretary, had never “been genuinely considered by the Government.”
NCSA in a press release issued by president Lithrongla G Chishi and general secretary Alem Jongshi said over the years, other cadre-less employees brought on deputation for a specific period to the State had been absorbed into the State service. These employees had also been given promotions without any service rules or other qualifying criteria, NCSA said.
However, for the NCS officers, the Cadre Review Committee had given the observation that “the time has not come for such senior duty posts,” the association said, and added “this condescending attitude of the Government towards the State’s Premier Service (NCS) has demoralized the rank and file of the NCS members.”
The association informed that on August 29, it had submitted to the State chief secretary a reiteration on the demands of the Association for creation of one post of principal secretary and two posts of commissioner & secretary, giving thirty days dateline for fulfilling the demand. “Since then, only on the 12th Sept, 08, the Chief Secretary called the NCSA executives for an interaction, but no concrete discussions were held,” NCSA said.
NCSA said it had no other no other options left but to decide on its own course of action since the genuine demands of the NCS were being ignored.
