Minister for PHED Dr. Ngangshi K. Ao Tuesday called upon PHED officials to ensure supply of safe and portable drinking water facilities to the people in real earnest. He said the department aimed at providing water supply to 1136 schools, sanitary latrines to 1108 schools, besides targeting 80 villages to be covered under Sub-mission, 34 projects under Swajaldhara and other ARWSP schemes. Under the State Plan, the department would also concentrate on water supply scheme at Tuensang, water sources to Jotsoma and Phesama.
Stating this while addressing the inaugural function of PHED Technical Officials’ training Phase-III, Dr. Nganshi urged the officials to supervise and inspect quality of work assigned to them. Lamenting that officers delegate their responsibility to their juniors without proper technical guidance, he said “the finish product is as per the limited knowledge and integrity of the workers.” He also added that establishment of e-governance would produce good deliver system up to the mark.
While acknowledging the department for its good report, Dr. Ngangshi also reminded them not to be complacent with reports alone but conduct physical evaluation and spot verification for a clearer picture of their efficiency level. He further added that the department should evolve a posting pattern where everyone gets an equal share of posting.
Secretary, PHED, Zhaleo Rio urged the PHED officials to accept challenges faced in their posted areas and perform their works dutifully. He said that in the past, there was no rational deployment of JEs and they were concentrated only in Kohima, Mokokchung and Dimapur. The recent transfer and posting was initiated to function and deliver effective services to the society. Dwelling on the government’s policy ‘no work no pay’, Rio stated that it applied to all gazetted officers. He asked them to be disciplined and be regular in their work as controlling officers. While implementing schemes, Zhaleo Rio urged the officers to provide their physical or financial achievement reports on time. He stated that it hinders flow of funds from the Central Government when timely reports are not received from the districts.
As a part of the National Rural Water Quality Monitoring and Surveillance Programme, a documentary and docu-drama were released by the chief guest, Dr. Ngangshi K. Ao. Er. K. Khetovi Sumi, chief engineer PHED spoke on Codal Formalities while Er. Mhondamo Ovung, additional chief engineer PHED, gave a presentation on communitization of water supply and sanitation in Nagaland. The programme was chaired by Er. Kevisekho Kruse, executive director, CCDU.
