Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), the flagship programme of the UPA government, has been revolutionary in its promise of inclusive growth, the right to work and the dignity of labour.
Rural people of Nagaland have also benefited to the maximum through the Act, which aims at enhancing the livelihood of people in rural areas by guaranteeing 100 days of wage employment in a year to a rural household whose adult members volunteer to do unskilled manual work.
Diphupar, Hovukhu, Hozukhe and Nikhekhu village under Dimapur district are among many villages that are making proper utilization of the scheme according to the requirement of the village.
Diphupar is one village where the whole village has come together in agreement, giving importance to road and drainage development of the village. Villagers (job card holders) are even sacrificing their half-day wage of unskilled manual labour in order to meet the extra expenditure in road development.
The main road of the village with proper drainage has been completed at 30 feet wide while approach roads with drainage have been made at 24, 18 and 15 feet respectively.
More than 12 kilometers of road inside the village has been completed.
Road development works is still in progress. Diphupar village is also constructing a multistoried building with fund from MGNREGA and Grant-in-Aid.
A visit to Hovukhu, Hozukhe and Nikhekhu saw development of village road and agri-link road, culverts and market sheds. Irrigation canals, which according to village elders and members of village development board are basic necessity of the village, are being given much importance.
DRDA Dimapur Visasolie Lhoungu project director said that since the villages have to authority and know best about their requirement, should propose project which would benefit the village as a whole. He was of the view that villagers should also preserve the common assets of the village.
