Employment in construction sector expanding: Saku

 Department of labour in collaboration with V.V. Giri National Labour Institute, Noida (VVGNLI), under the Ministry of Labour and Employment, Government of India, organised a two-day training programme on effective enforcement of building and other construction workers (Regulation of Employment and Conditions of Service) Act 1996 at Hotel Japfu, Kohima from September 8.
 
The training was exclusively organised for all labour officials of the state labour department, building and other construction workers welfare board members constituted under the Act in the state.

Government of Nagaland adopted the Act and correspondingly “Nagaland Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Rules, 2010 wasapproved and notified accordingly for immediate enforcement in the state.

The Act envisages a number of welfare provisions and social security measures for workers in the construction industry, besides providing a set of directions to improve their employment and service conditions. The implementation of this Act is expected to benefit thousands of workers specifically locals, employed in construction sector in the state.

Parliamentary secretary, labour & employment and housing Er. T. Saku Aier, graced the inaugural session as the chief guest. He said more than 8 million workers were engaged throughout the country in building and other construction works.
These workers are one of the most vulnerable segments of the un-organised labour in India, he said.

“Their work was of temporary nature, the relationship between employer and the employee is temporary, working hours are uncertain and basic amenities and welfare facilities provided to these workers are inadequate and the risk to life and limb was also inherent”, he highlighted.He added that construction industry was an integral part of infrastructure sectors, like irrigation, roads, transport, communications and energy, which lead to economic growth and development of the state.

He further stressed that in Nagaland, one cannot deny the fact that employment in construction sector had been continuously expanding over the past decade and number of local employment had also increased considerably.

Besides, large contractors employing thousands of workers in the state, there was equally large number of self-employed individuals engaged in the actual construction works and allied activities, like whitewashing, painting, plumbing and fixing of mechanical or electrical fixtures.

Joint labour commissioner (HoD) Er. L. Nungshiyanger Aier, presided over the function and N.N. Zhasa, commissioner and secretary, labour & employment and soil and water conservation delivered the welcome address and initiated the introduction of the participants.

Dr. Onkar Sharma, V.V. Giri National Labour Institute, Noida, was the resource persons for the training programme.
V.V. Giri was the main person under the Ministry of Labour & Employment, GoI, who was instrumental in formulating all labour policies of the country and also in drafting central rules on labour laws and initiating amendments in the existing labour laws.
