Day 2 round-up of NLA session

Second day of the 5th session of 12th Nagaland Legislative Assembly commenced with the question hour, wherein chief minister T.R. Zeliang informed that Nagaland contingent to the Royal Edinburgh Military Tattoo was sponsored by the state government from August 1- 23. Replying to a starred question raised by congress MLA C. Apok Jamir, the chief minister said the total budget allocation for the tour was Rs. 164.11 lakh.
He said the purpose of the tour was to promote Nagaland to the larger world community with genuine efforts to encourage tourism.
Chief Minister T.R. Zeliang, who also holds food & civil supplies portfolio stated that state government has received 2,59,080.00 quintals of rice during 2013-14 and also the same quantity (29, 59,080 Qtls) during 2012-13 as well.
Replying this to CLP leader Tokheho Yepthomi on the floor of the House, Zeliang furnished detail of the quantity of rice given to each district during 2013-14 with Kohima-28,581.40, Dimapur-41,648.04, Peren-9,743.92, Phek-27,501.92, Wokha-26,635.44, Zunheboto- 27,850.96, Kiphire-20,609.56, Tuensang-11,869.60, Longleng-6,917.64, Mokokchung- 33,594.60 and Mon-24,396.92.
The chief minister also laid on the table, a statement in fulfillment of the assurance given on the floor of the House on July 22 in reply to supplementary question relating to starred question raised by Congress MLA S.I. Jamir, regarding total amount kept under Civil Deposit during 2012-13.
In a statement, Zeliang furnished department-wise Civil Deposit figures for the year 2012-13 amounting to Rs.648.30 crore.
Minister for Home Yanthungo Patton today stated that a total amount of Rs. 3301.00 lakh was received from Ministry of Home Affairs, under Police modernization during 2013-14.
Replying this to CLP leader Tokheho Yepthomi, the Minister furnished the details of expenditure in the area of mobility, training equipments, modern communication system, security equipments and FSL equipments.
Other concerns expressed during the question hour were construction of DC Office at Zunheboto, development of roads, chairman and secretary of Nagaland Education Mission Society, Government High School building at Longching and Aboi Town, quantity of rice received under BLP and Accelerated Irrigation Benefit Programme.
Minister for Power, C. Kipili Sangtam laid regulations and service rules of the Nagaland Electricity Regulatory Commission while Parliamentary Secretary for Tourism, Dr. TM Lotha tabled the Nagaland Tourism Service Rules 2014.
Parliamentary Secretary for CAWD, R. Tohanba while replying to starred question asked by CLP leader Tokheho Yepthomi said that the estimate cost for construction of DC’s office complex, Zunheboto was Rs. 1625.00 lakh but no fund was released till date, he added that the DPR for the project was referred to HLTC for further examination and would be re-submitted in the next SLPIC meeting.
Replying to a starred question asked by CLP leader Tokheho Yepthomi with regard to Liquor Prohibition Act 1989, Parliamentary Secretary Excise, T. Torechu disclosed that 6043 accused were booked under the Liquor Prohibition Act between 2010-14. 332 enforcing personnel are deployed across the state.
MLA K. Khekaho Assumi argued that if the implementation of the Act cannot be checked effectively, it should be lifted by the government. “If we cannot generate revenue, let us atleast save revenue”, he reiterated. In this regard, Chief Minister, T.R. Zeliang said that further discussion to lift the Act shall be done in the house, if required. While Tokheho suggested that the Act should be partially lifted through Amendment of the Act.
 The list of Business of the fifth session of the twelfth Nagaland Legislative Assembly on 24th July 2014 included question hour, fulfillment of Assurance, Laying of Regulations & Service Rules and General Discussion of the Budget for the year 2014-15.
Members who participated in the General Discussion on Budget for the year 2014-15 were Tokheho Yepthomi, Kekhaho Assumi, S. Hukavi Zhimomi, Mmhonlumo Kikon and Imtikumzuk.
