
Giving an overview of the new Dimapur Police Commissionerate system at the inaugural function Wednesday, IGP (Range) Wabang Jamir (IPS) pointed out that though Dimapur occupied less than 10% of the geographical area of Nagaland, it accounted for 43% of the crimes in the State.
He said in 2013 and 2014, total crime registered in the state was 1682 and 1210 respectively while for the corresponding period, the crime rate in Dimapur alone was 699 or 42% and 532 or 44% respectively. He said in the previous system., SP Dimapur had one additional S.P and four deputy SPs out of which there are only two functional SDPOs to look after crime and law and order.
He said this would mean that the police chief in the district i.e. the Commissioner would be able to supervise more officers and men. Jamir said the new set up would be headed by a Commissioner Police in the rank of DIG with three SPs in the rank of Additional Commissioner Police, two additional SPs, nine Dy.SPs , 13 inspectors, 63 sub inspectors, 62 assistant sub inspectors, 1272 HCs/PCs totaling 1425 police which was an increase of 556 in manpower as compared to 869 in SP system.
He said the commissionerate will have a Crime Branch headed by an A.C.P directly reporting to the Commissioner. The crime branch will have different sections to look after subjects like -economic offences, cyber crime and organised crime. The special operations team will also work under the crime branch.
For a complete overhaul of the traffic management system in Dimapur, Jamir said one SP designated as deputy commissioner of police will supervise the new traffic system extensively. He said in the new system the whole district will be divided into two in terms of traffic density i.e. central business of Dimapur which is the municipal area, west of the Dhansiri River and the remaining areas of the district which would be supervised by one deputy SP each.
In the new system, Jamir said the manpower of the traffic branch would be increased by more than four times the existing strength.
Jamir said one of the significant benefits of the commissionerate system was the enhancement of the supervisory officers in the district so that the Police stations are monitored closely.
In the new system, SDPO Nuiland and SDPO Dimapur would be termed as zone I and zone II and instead of SDPOs , SP rank officers designated as the deputy commissioner of police Zone 1 and Zone 2 would look after the area. He said each zone will be further sub-divided into two divisions resulting in four divisions to be named as A, B, C and D, divisions.
Jamir said these divisions would be supervised by the deputy SP rank officers who will now be designated as assistant commissioners of police, or ACP A, B, C and D divisions. To make police more visible, Jamir said in the old setup there were seven police stations including the Railway Police but no outposts. In the new setup there will be 13 number of police outposts i.e. in Keyazu, Kuhuboto, Piphema, Jharnapani, Chumukedima, Showuba, Dhansiripar, Urra, Marwaripatti, Lengrijan, New market, Purana bazaar and Kher Mahal.
Jamir concluded by stating that the main benefits of the commissionerate system would be better service delivery, better regulation of activities, improved public order, faster incident response , faster disposal of cases etc.
