NBSE cautions schools on PTC

Nagaland Board of School Education (NBSE) has expressed concern over the prevalent practices among schools, particularly reputed ones, in issuing Pass Transfer Certificates (PTC) to students at the end of Class IX or XI, which it (NBSE) opined, were meant to attain better results at HSLC & HSSLC examinations.
Stating this in a letter addressed to heads of all registered school, NBSE chairman Mrs. Asono Sekhose, reminded schools of their responsibility to provide remedial and special classes to academically weak students. NBSE said since each child was unique, individual attention must also be given importance in the teaching-learning process.  NBSE also advised that the interest of the child be given priority so that their careers are not harmed by deliberately issuing PTC.
Further, NBSE noted how a student’s performance could deteriorate so greatly in one(1) academic year if the student qualified in the immediate lower class. The practice of issuing PTC has serious affect on the students’ future said NBSE and listed the following:
Such students are viewed as failures and rejected; it is difficult to get admission in other schools; after admission in other schools, such students do not get their subject combination as in the previous school; PTC causes financial burden on parents, cause social problems etc. 
NBSE therefore said it viewed such practices as unhealthy and unethical and took serious note of. NSBE has informed all schools to avoid the practice of issuing PTC and take positive steps to help students and strongly urged schools to work together to cater to the needs of all categories of students to achieve the objective of schooling.
In case the practise of issuing PTC continued, NBSE warned that it might be compelled to take necessary steps against such schools.
