Nagaland chief minister T.R. Zeliang has maintained that when agreements were made, it should be honoured and respected by both sides, saying “this should also be the case for the Framework Agreement of August 3, 2015, and the detailed agreement that may be arrived at a later stage.”
Speaking at the consultative meeting between the NLF on Naga Political Issue and R.N. Ravi, Interlocutor to the Naga political dialogue on Thursday, the chief minister said that many provisions of the 16-Point Agreement of 1960 made between the Government of India and the Naga Peoples Convention were yet to be fulfilled.
He said as per the 16- Point Agreement, Article 371-A of the Constitution was inserted.
However, he said the provisions regarding Acts of Parliament not to apply in the case of “land and its resources” have not been honoured in letter and spirit by the government of India.
Zeliang asserted that government of India was “trying to create problems’ in the implementation of the Nagaland Petroleum Rules & Regulations duly passed by the Nagaland Legislative Assembly. Similarly, he said the provisions regarding restoration of transferred Naga reserve forests to Nagaland has not been followed up by the Central government.
He expressed hope that the consultative meeting would provide the needed thrust and impetus to take forward the Naga political dialogue from the stage of “Frame-work Agreement” to the next stage of a detailed, inclusive and conclusive agreement that would usher in a period of peace and prosperity in our land.
Meanwhile, the chief minister appreciated R.N. Ravi, saying he has proved himself to be better than the past interlocutors.
Appreciating his style and approach to the Naga political issue, Zeliang, however, said “let us all remind ourselves that we have yet miles to go before we can relax.” Zeliang said the interlocutor should now approach other Naga nationalist groups, and bring them on board the Naga political dialogue.
