All Nagaland Government Primary Teachers’ Association (ANGPTA) has appealed for early and impartial implementation of the Nagaland Education Service Rule, 2017, which would be a historic moment for the primary teachers of Nagaland.
A press release by ANGPTA general secretary, Hoshika H Sumi stated that during central officials and all districts unit officials meeting held at CANSSEA office, Kohima on December 19, it had resolved to suggest criteria to the department for consideration while preparing the primary teachers’ seniority list.
It stated that the proposed criteria if considered for implementation would avoid conflicts and also help in smooth transition of the new service rule as far as the schedule for the primary teachers were concerned.
ANGPTA asked that seniority be done as per existing P&AR Memoranda. NO.AR-13/21/74 dated 08-07-1975, NO.APPT-16/1/67 dated 19-11-1975 & 24-03-1976, whereby, it was the consistent policy of the government that seniority would be counted from the date of regularization. It stated that as far as district wise seniority was concerned, the ANGPTA felt that P/T seniority should be done district wise for the following reasons: To avoid time consumption and also many other complications and resentment if it went for combined state seniority list; Since the appointment of P/T was done on the basis of the district-wise examinations conducted by the district selection board, the same criteria (i.e. district-wise) if applied would avoid clash in seniority as the department results were issued district wise; This would also help in creating equal opportunities for all concerned in each district, which in turn would avoid discontentment among the members. ANGPTA also asked that in the case of bulk regularization, preference should be given based on date of birth, so that every incumbent of the cadre was benefited and in the case of tie in date of birth, alphabetic order be considered.
