All Nagaland Government Primary Teachers’ Association (ANGPTA) has appealed to the department of school education to grant the seniority to ad-hoc and regularized primary teachers as per the regularization order.

In a representation addressed to the director school education, ANGPTA president James Roukuoselhou and general secretary Hoshika H Sumi stated that the primary teachers, who were appointed on ad hoc/fixed/contract/etc., were discharging same duties as permanent employees even before they were regularized.

ANGPTA pointed out that in the appointment orders of ad-hoc/fixed/contract/etc. it has been clearly mentioned that after the certain period of time, they would be regularized. However, the association stated that the department on the contrary kept the case delaying for so many years.

During the “bulk regularization”, ANGPTA said the graduate teachers were granted to claim the seniority from the date of appointment on ad-hoc/fixed/contract/etc. However, it said that ad hoc and regularized primary teachers were given step-motherly treatment.

Stating that graduate teachers and primary teachers were working in the same department under same service rules, ANGPTA therefore stated that the same yardstick should be applied to all.

Further, the association pointed out that in the regularization order for the primary teachers, it was clearly stated that the service rendered in the past would be counted for all other benefits except arrears. In this regard, ANGPTA asserted that the counting of seniority should automatically be included with all other benefits.
