Nagaland State Commission for Protection of Child Rights (NSCPCR) organised a one-day awareness programme on “Child Rights” on March 19 at Tiyi Hall, Wokha.
According to a DIPR report, chairman NSCPCR Alun Hansing in his key note address, highlighted as to how this commission came in to existence in the seventeen hundred internationally.
He revealed that in the year 2005, an Act was passed in the Indian Parliament and in 2007, the commission came into being and later made it compulsory in all the states of India to implement the same in order to give contusive atmosphere to groom the future of the child.
Hansing stated that the Act mandated the Commission to monitor, policies and programme that is related to protection of Child Rights, and highlighted the power vested upon the commission for the safety and protection of child rights such as, right to survival, right to education, right to protection, right to participation, right to development, right to health and wellbeing, right against discrimination.
Deputy Commissioner, Vineet Kumar, who also spoke during the programme, said any cases relating to violation and protection of child rights, the District Administration, Police and concerned department step in to address such issues to ensure that the rights of the child is protected, where he also urged the public to report any such matters at the earliest so that action is initiated.
Resources persons of the programme, legal consultant NSCPCR, Lichani Murry, members NSCPCR, Aying Wangsha, Akumla Longchari, and Protection Officer (IC) DCPU Wokha, Lanuchuba, gave power point presentation on various topics.
Lichani Murry, giving an overview on Juvenile Justice (Care and Protection of Children) Act, said the Act places children/juveniles in two categories, juvenile in conflict with Law handled by State government /Juvenile Boards and child in need of care and protection to be looked after by state government/child welfare committee.
She also emphasised on various acts such as crimes against children, children conflict in law, protection, care, support and rehabilitation services, adoption, conditions to be filled by the parents and procedure for adoption.
Akumla Longchari, presenting on understanding the POCSO Act, highlighted about protection of children from sexual offences Act 1012 (POCSO), roles of key stakeholders under the POCSO, important provisions of the Act, services available from the child victim and the family.
Aging Wangsha, and Lanuchuba also dwelled on topics like rights of children with regard to education vis-a-vis Right to education and presentation on status of child issues in Wokha district.
The programme was chaired by chairperson CWC Wokha, Mhonchumi Humtsoe, while secretary NSCPCR, Yongchingkumla, delivered the welcome address.
