As per the direction of the Ministry of Home Affairs, Government of India, the State Government of Nagaland has decided to organise the Civil Defence Exercise and Rehearsal across 10 districts of the State namely: Dimapur, Kohima, Mokokchung, Wokha, Zunheboto, Mon, Phek, Tuensang, Kiphiri and Peren on 07.05.2025 at 16.00 firs under the operation code name “Operation Abhyaas”.
In this connection, the following Modus Operandi will be taken by the concerned departments based on the following;
(A) Simulation
- Incoming Air Raids
- Activation of Sirens
- Blackout Measures
(B) Scenario - Fire in the building
- Search and Rescue
- Casualty evacuation from the damaged building from Air Offence
- Temporary hospital setting
- Evacuation of civilians from endangered areas to bunkers/demilitarised zones
(C) Hourly reporting from State War Room to DGCD Control Room MHA, New Delhi.
Task and Responsibilities to be carried at the district level:
- Activation of siren by the District Disaster Management Authorities.
- Identification of urban site/conglomeration as air offence affected areas by the District Administration.
- Identification of minimum of 10 volunteer as victims of the air offence by the District Administration.
- Blackout of power in the identified air offence affected by the Power Department.
- Setting up of temporary hospital/mobile medical aid center by the Department of Health & Family Welfare.
- Identification of one particular area as a demilitarised zones for evacuation of civilians by the District Administration.
- Setting up of emergency communication centers by the Superintendent of Police.
- Setting up of Incident command center at the incident site by the Superintendent of Police.
- Activation of Incident Response Systems with State Command Center by the District Administration.
- Search and Rescue Operation by the Home Guards & Civil Defence/SDRF.
- Fire Emergency mock drill preparedness by the Fire & Emergency Services.
l 2. Ensuring essential commodities by the Department of Food & civil supplies. - Setting up of state War Room at Chief Secretary’s Conference Hall by the [GP (Technical), Wireless Headquarter, P1 IQ, Kohima.
- Department of Urban Development to assist the District Administration in identifying the air raid affected area.
- Department of Road 1Q. Bridges to ensure road connectivity during the mock drill.
- BSNI, to ensure telecom connectivity during the drill.
Emergency Support Functions (ESF):
District Administration; - Identify safe building/Areas/Demilitarised Zone for Lodging/Billeting of Evacuated Persons
- Train Wardens/Volunteers for early Camouflaging of VAs/VPs.
- Maintain & Equip Air Raid Shelters/Bunkers/Trenches.
- Issue Uniform & PPE for Civil Defence wardens/volunteers.
- Regular mock drill.
- Prepare CD Plan: Earmark Heads/OIC of 12 services.
- Activate 12 services especially warden, lire fighting, depot, training, rescue etc.
- Enroll& train Govt. staff, wardens and volunteers and paramedics etc.
- Operationalise civil defence control room 24/7, earmark OIC control room and staff.
- Activate hotlines and radio communication links with airforce.
- Operationalise civil defence sirens.
- Train civilian around VAs/VPs,
- Equip Civil Defence and Local Emergency Services with essential equipment & supplies.
Civil Defence: - Preparation of Civil Administration to Handle Hostile Attack.
- Protection &Training of Civilians.
- Minimizing damage.
- Raising public morale.
- To support & augment the Armed Forces Function.

- Training of Civilians / Community awareness drives Monitor & Progress
- Reports to MHA
Legal Framework: The entire exercise will be governed by the following legal framework; - Civil Defence Act,1968.
- Defence of India Act/Rules 1962,1971.
- Geneva Convention Act 1960.
- Union War Book of India-2010.
- Geneva Conventions 1949, Additional Protocols and IHL
In the Civil Defence Exercise, active participation of the District Controller, various district authority, civil defence wardens/volunteers, Home Guard (active/reservists volunteers), NCC, NSS, NYKS, college/schools students is envisaged, the said Civil Defence exercise is aimed to assess the operational efficacy and operational coordination of various Civil Defence measures.
