A meeting of the Administrative Heads of Departments (AHoDs) and Heads of Departments (HoDs) was held on May 15, at the Secretariat Conference Hall, under the chairmanship of Chief Secretary, Dr. J. Alam, IAS.


The meeting commenced with a review of office attendance in the Secretariat, with a presentation by the Department of Information Technology & Communication. Dr. Alam noted a marked improvement following the issuance of related directives but emphasized that further improvements are necessary. He reiterated the need for personal monitoring of attendance by all assigned officers, AHoDs, and HoDs.


The Department of Personnel & Administrative Reforms (P&AR) presented three key updates on recent notifications and Office Memoranda (OMs): Periodic Review of Government Servants for Premature Retirement under Rule 56(j) of FR, Policy on Short Term Workers in Government Departments and to set up Internal Complaints Committees (ICC) under the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 in all departments and bodies.


Dr. Alam provided context on the introduction of these policies and urged departments to strictly adhere to them. He specifically requested all departments to nominate a nodal officer for She-Box in connection with the ICC mandate. He also encouraged officers to consult the P&AR Department for clarifications, if required.


Reiterating the importance of compliance, the Chief Secretary called on all officials to strictly follow the Nagaland Rules of Executive Business, 2020, and underlined the significance of attending official state functions hosted in honour of visiting dignitaries.


Additionally, the Additional Chief Secretary and Finance Commissioner advised all departments to install pre-paid electricity meters and to expedite requests for financial sanctions pertaining to approved budgetary expenditures.
