NIPF backs govt’s decision to implement ILP in 3 districts

Nagaland Indigenous People’s Forum (NIPF) has expressed support for the decision of the state government to implement Inner Line Permit (ILP) system in three districts—Dimapur, Chümoukedima and Niuland, saying it was for the interest and protection of local indigenous people.


In a press release, NIPF president Dr. Lima Jamir and general secretary Kikheto Sumi maintained that if effective preventive measures were not taken at the earliest, that day was not far, when the locals would become minority and “will be a slave to outsiders”.


The forum claimed that due to the negligence of some other state government, local indigenous people have “now become the second class citizens in their own states”, adding the same was “engulfing in our state”, which it described “very irony and sad.”
NIPF said Nagaland state might be next to it, if the state did not act now.


The forum said it had been strongly supporting the issue for a long time specially to safeguard the future of the coming generation.


Further, NIPF expressed solidarity with the Dimapur Naga Students Union and all CSOs fighting and standing for the rights of the local indigenous people. The forum has appealed the state government to strictly monitor the ILP application/implementation.


It may be mentioned that DC Dimapur, Dr. Tinojongshi Chang on May 20 confirmed the state government’s renewed commitment to implement ILP in the three districts. This follows a directive issued by the Home Department on May 14, 2025.
