Nagaland State Agricultural Marketing Board (NSAMB) in response to the clarification sought by former APMC chairman, Mhonlomo Odyuo on dissolution of APMCs on September 18, has clarified that the four districts having completed the process of constituting the APMC in accordance to the general rules, with two women members, which is mandatory for constitution of the market committees have been dissolved.
The rest of the districts, except Tuensang and Kiphire were facing problems for inclusion of women members in the APMC.
C. Mpzhui, secretary, NSAMB, Kohima, in a release further justified that pervious APMCs were formed on temporary basis in 2002, pending the notification of the repeal APMC act and the general rules. The general rules, which is the guideline for constitution of all marketing committees (APMC) was notified by the state government during 2007.
Several trainings were conducted for the APMCs and officials relating to the constitution of APMC according to the general rules in which, Wokha APMC was one of the main participants. Office circulars were issued dated January 10 and 20 to all concern including APMC, Wokha directing all district authorities to complete the constitution of sub-market yard within February 2008 and the constitution of APMC to be completed by July 10, 08.
The constitution of market committees were entrusted to the district authorities with the deputy commissioner as the chairman. Further, according to the recommendation of the respective district authorities, the state Marketing Board approved the list of the nominated members of the new APMC for installation of the new market committees and accordingly dissolved the old APMC to facilitate the new APMC to take over the market committees by the board.
Requesting all former APMC members not to ‘misunderstand’ for dissolution of the APMC as it is being done in accordance with the General Rules, the board further informed that it will continue to dissolve APMC on receiving the recommended list of new APMC nominated members from district authorities and also notified that without inclusion of the two women members in the APMC, the board will not recognize that particular APMC.
