Reacting to the rejoinder issued by CEO of NPPC Ltd Mohan Jha who had denied making any proposal for out sale of bamboo supplied to the paper mill(NPPC Ltd), Tuli Area Joint Council Forum (TAJCF) president L.Mar Yaden maintained that Jha had made the proposal at separate meetings with members of the Tzudikong Adhoc Town Committee and Tuli Town Committee at the NPCCL conference hall on June 7.
Jha had issued a rejoinder after the TAJCF rejected his offer for out sale of bamboo received by the NPPCL for a period of five months pending renovation of chipper machine.
TAJCF said at the June 7 meeting with the members of the TATC and TTC,which was convened by Mohan Jha, the members assured Jha that his proposal for outsale of bamboo would be taken up at the forthcoming meeting of the TAJCF, the only apex body of Tuli people which could decide on such issues.
It was only after Jha had made the proposal on June 7 that the TAJCF took up the matter at its July 4 meeting and then resolved to refuse the offer.
TAJCF said therefore, Jha’s rebuttal (to TAJCF press statement) was a “wrongful conception and baseless.”
Further, TAJCF pointed out the CEO,NPPCL Mohan Jha has no role over the problems of bamboo growers of Tuli area as plantation was done by the people at their own will and therefore, they were not bound by any rule that made it mandatory for them to supply bamboo only to the Tuli paper mill(NPPCL).
Mar said growers have “wasted 20 years” for the mill’s revival but preserved the plantation area for NPPCL. However, he said growers could dispose off bamboo to other market if NPPCL rehabilitation scheme fails.
TAJCF said that based on speeches made by different social leaders at the recent Moatsu festival, Jha convened a meeting to consider long term and short term plans for the NPPCL. Mar maintained TAJCF has no knowledge of that meeting convened by Jha and termed it as a “secret or hidden meeting” within NPPCL.
TAJCF claimed that though growers accepted terms for bamboo supply to NPPCL, they were unaware that it was not meant for NPPCL but to feed paper mills located outside Nagaland.
TAJCF also clarified that there was no question of accepting or refusing Jha’s offer as the meeting was attended only by one party and not a joint meeting.
On the rate for bamboo supply, TAJCF admitted that since NPPCL is a central government undertaking, procedures and formalities had to be followed in fixation of bamboo rates.It however asserted that with regard to local rate and local area fixation only TAJCF was competent authority.
Further Mar said since TAJCF is a federation comprising all village councils and local town bodies in Tuli area, TAJCF has the mandate and traditional authority as bestowed by the people of the area.
Therefore, any decision of the TAJCF is based on the issues where it was not required for consultation with other officials.TAJCF said the village council traditional practice was supreme over any individual and added “NPPCL must know this tradition.”
