Eastern Naga Students Federation (ENSF) has reminded the school education department that since it has not received any proper intimation and consultation to its July 20 memorandum, submitted a fresh five-point charter of demands to the state government urging that it be fulfilled within 15 days.
In its memorandum addressed to the director, school education director, ENSF vice president Likhumse Sangtam and general secretary Chansang Soted, demanded a review of the process of retention and regularization with authentic number of posts created and distributed within the schools in Nagaland.
Though lauding the government’s initiative in creating new posts of teachers in Nagaland under SSA, ENSF said it was aggrieved to observe the “anomalies” in the distribution and implementation process.
ENSF said submission of its fresh memorandum arose as it was felt that the cabinet decision to keep in abeyance the whole process of retention and regularization did not address its grievances as highlighted. ENSF said its fresh charter of demands were based on assurances by the minister of school education and department officials that a maximum of teacher posts (both GTs and PTs) of new created under SSA Nagaland be given to eastern Nagaland so as to maintain equilibrium of shortage of teachers in the existence/old schools and newly created schools under SSA.
The second demand included strict implementation of government notification no EDS/1-7/2008 which stated that all vacancies arising in Eastern Nagaland shall be filled up by the six inhabitant tribes of the same and that no posts shall be transferred out of the districts along with the incumbent. Asserting that in the past few years around 1500 to 1600, comprising of PTs and GTs, were transferred out along with posts from four districts of eastern Nagaland to other districts, ENSF said this resulted in acute shortage of teachers and therefore demanded those shortages be filled-up from newly created posts under SSA.
It also demanded revocation of non-members of eastern Naga tribes (teachers) recently retained and regularized against the vacancies of eastern Nagas and posted in four districts.
The federation demanded that all newly created posts, as per the notification No.DSE/RS/2011, dated Kohima March 21, 2011 and June 15, 2011, the vacancies under SSA be authentically advertised for fresh recruitment.
