In the wake of PWD (R&B) chief engineer’s clarification that formal clearance of proposed works programme for annual plan 2011-12 for PWD (R&B) and non-plan revenue expenditure under 13th finance commission awards were still awaited, the Nagaland Pradesh Congress committee (NPCC) said it provided a “great opportunity” to keep the public informed before the start of the ongoing and new projects from fund provisions of 2011-12.
Media Cell of the NPCC expressed relief to learn from chief engineer PWD (R & B), about the proposed works programme, and highlighted works programme for 2010-11 so as to enable public to cross check whether projects were implemented and if yes then to check quality workmanship.
Giving a summary of funds utilized during 2009-10 & 2010-11, the NPCC said the total expenditure incurred up to the end of 2009-10 stood at Rs.26,909.79 lakh under various types of schemes viz. negotiated loan (Rs.1887.03), special plan assistance (Rs.500 lakh), central road fund – ACA (Rs.532 lakh), NLCPR (Rs.17349.32 lakh) and NEC (Rs.6641.44 lakh).
It also said the total amount of budget provision during 2010-11 stood at Rs.22997 lakh under various types of schemes viz. negotiated loan (Rs.1600 lakh), special plan assistance (Rs. 7200 lakh), central road fund – ACA (Rs. 697 lakh), NLCPR (Rs.9500 lakh) and NEC (Rs.4000 lakh).
Going by the budget provisions made during 2010-11 and amounts utilized till 2009-10, the NPCC said it made “little sense” as to why the roads should be in deplorable conditions after spending massive funds on construction, improvement and repair/renovation works.
Maintaining that people of Nagaland deserved better roads, going by the magnitude of road funds made available, the NPCC pointed out that bad roads in Nagaland were “a reflection of NPF’s mis-governance and monstrous corruption.” Further, the NPCC said it would release proposed works programme for 2011-12 in respect of all the districts soon to enable the public to be vigilant.
It also urged the department to publish the approved list as and when finalized to ensure transparency.
