State chief minister Neiphiu Rio has appealed to all GBs, chairmen and members of town councils (TC) and village councils (VC) to extend full cooperation to census officials during the conduct of Socio-economic & caste census (SECC) 2011, scheduled from January 16 to February 29, 2012.

According to an official bulletin, Rio, in a letter dated January 6, made a fervent appeal to all GBs and chairmen of VCs and TCs to cooperate during the “spot verification” of households and collecting “correct information” as “accurate and authentic” data was of paramount importance for “inclusive development” and growth in the state. Rio said state government would be conducting SECC with Urban and Rural development departments as the nodal departments.

He lauded the GBs, VCs and TCs chairmen for their immense contribution in bringing out “true and correct data” of the population enumeration census 2011 conducted in February-March 2011.

He said that through SECC 2011, the entire population both in the rural and urban areas belonging to all religions/castes/tribes would be covered so as to ascertain the “exact status” of the living conditions of people. SECC 2011 enumeration would be based on the “self declaration of questionnaires” and the entire exercise would be paperless, said the chief minister.
Rio also informed that detail instructions have been given to officials appointed as enumerators/data entry operators/supervisors who would be visiting every household and enter the responses directly in the electronic Hand held device (HHD) especially designed and developed for the purpose.
