Resentment among the state civil services-Nagaland Civil Service and Nagaland Secretariat Service associations over the absorption /regularization of services officers on deputation to Nagaland has led to issuance ultimatum on the state government.
According to one state civil service source, both the NCS and NSS have issued a ten-day ultimatum on the state government to rescind the order issued by the state government to absorb the services of the officers belong to central services from other states currently on deputation to Nagaland.
The source disclosed that the NCS had earlier raised the issue with the state government during 2000-01 and in subsequent years.
The source said that absorption of the central service officers was resented among the state service officers as the decision only led to further constricting the promotional avenues of state service cadre.
It was also pointed out that most departments in the state today are headed by central and allied service officers while those belonging to state services such as NCS and NSS were not considered. The joint representation on the government by the NCS and NSS was to ensure that the practice does not erode the confidence of the state service officers, the source added.
A good number of officers of the IAS and Allied Service cadres are on deputation from either the centre of other states, to Nagaland. On the reverse, side, most of the IAS and IPS cadre officers from other states who belong to the Nagaland cadre, are also on deputation while few of them have been absorbed in the centre.
There are also some Naga officers belonging to the IAS cadre belonging to other state cadres who are still outside their home state.
A few years back the union ministry of personnel and administrative reforms, was supposed to issue a notification by which officers belonging to the north east in other states could opt for posting to their home states.
However, instead, due to clerical error, the notification instead mentioned that IAS officers in the north east could opt for posting to their home state.
