PWD (NH) reacts to contractors

State Public works department (National Highways) has reacted to the assertion of the Class-I government registered contractors that they have no option but  to compromise with quality and quantity of work due to unsolicited tax and the cost below the schedule of rate. 
In a press release, PWD (NH) chief engineer Er. V. Kehie clarified that as per the standard bidding document of the Ministry of Road Transport & Highways, it was mandatory that the work should be allotted to the technically qualified bidder who offered the lowest rate.
PWD (NH) stated that if the rate was substantially low and unrealistic, the employer was bound to obtain his analysis of rate and bank guarantee of the unbalance amount should be deposited within 21 days.
PWD (NH) chief engineer said the department was strictly following the specification and maintaining the quality of work, if found otherwise, the contract would be cancelled and the contractor was liable for punishment to the extent of debarring from future bidding process and his BG for the unbalanced bid will be forfeited.
