NC questions appointments in SWD

Continuing its effort to dig out “facts and figures” of alleged backdoor appointments in various government departments, the Nagaland Congress (NC) on Wednesday questioned the nature of recruitment/appointment in Social Welfare Department (SWD) saying “as of November 2, 2016, 78% of total employees in SWD were appointed through direct appointment, questionable departmental exam, contractual appointment, adhoc appointment and on deputation.” 
Backing its claims based on the RTI reply furnished by the Social Welfare directorate, NC media cell further alleged that the so called departmental exam was simply a “superficial exam” conducted just to appoint candidates of minister’s/parliamentary secretaries. NC said it was the same in the case of contractual, adhoc appointment and deputation. It said out of the 22% appointments, 18% was through NPSC, combine exam (2%) and on compassionate ground (2%). NC said in the directorate, only 11% of total regularized employees were appointed through NPSC and Combine Exam while 89% through doubtful and questionable appointment process.Nagaland Congress has also given out the district-wise appointment data based on the RTI reply. (See table)
NC also pointed out that 93% of total contractual appointments were made during 2011-2016 and only 7% were prior to the year 2011. 
It said the figures clearly indicated that appointments have become monopoly of concerned minister/parliamentary secretary, whether or not there is sanctioned post, whether or not recruitment process is adhered to and whether or not candidates are qualified and deserving. 
Asserting that it would continue to highlight such extreme cases of backdoor/questionable appointments, NC also urged the conscious public to react responsibly.
The party also appealed to the general public to extend cooperation and support the cause for “preventive as well as curative measures.”
It may be mentioned that the NC had also taken on departments like PWD, Police and Rural Development, alleging rampant backdoor appointments  particularly non-locals.
