
For the most part, the second session of the 13th Nagaland Legislative Assembly which concluded on September 20 proved to be a welcome change from all other sessions especially after the12th house was reduced to a sterile opposition-less all-party house. In the current house, the NPF with 26 legislators and having enjoyed uninterrupted power for 15 years since 2003 had an advantage while raising pertinent issues. Of course, it may also be pointed out, the PDA- a coalition of Nationalist Democratic Progressive Party (NDPP), BJP, NPP, JD-U and independents- has most members who were in the NPF till the recently concluded election. In short, it was a strange logic of former colleagues who did all things right and mostly wrong, together during their innings in power and today, having dispersed to other parties and now as opposition believe they can sit over judgment. The NPF raised several pertinent issues ranging from violation of reserved quota for backward tribes under PWD department, to the state guest house at Navi Mumbai which has become a white elephant since the state cannot occupy since clearance has not been given by the Maharashtra Coastal Zone Management Authority (MCZMA) for construction within the Coastal Regulation Zone (CRZ) but has to spend around Rs.5 lakh a month for maintenance. The other was the biggest scam and sell of the century in the form of Nagaland House Kolkata to Civil Engineers Enterprise Pvt. Ltd the Civil Engineers Enterprises Pvt Ltd. (CEEPL) through a one-sided lease agreement signed in 1982 which virtually gifted the prime plot on a platter to Shyamlendu Ghosal and his firm CEEPL. To some in the media, the inhibition of politicians in calling a spade a spade has become fait accompli but at the expense of justice. Outwardly the NPF may have scored brownie points by brushing over such issues and which may have satisfied the opposition and critics of the government. It will take much to explain and understand why there is stagnation of political thought, and why people love rhetoric and demagoguery so much in Nagaland. Political leaders in Nagaland today are not elected because of their quality to provide guidance and inputs through freedom of speech and expression. Appointments in PWD department with overwhelming majority from the community of the minister in-charge pushed the government on the backfoot. It will be only fair to also look at other former ministers who have gotten away with the same offence. Unless such matters are looked with fairness, it would make no sense hauling only one minister as the only offender. The other was regarding the Nagaland House Navi Mumbai where the state government continues to spend Rs.5 lakh per month but yet cannot occupy or take possession. This requires a thorough probe and the facts should be brought out in public domain. The Nagaland House Kolkata stands as a grim reminder of how state politicians have mortgaged a very prime plot through machinations. The proceedings of the session was interesting because there is an opposition with the highest ever number of 26. However, merely being an opposition with that many number does ensure effectiveness, unless it is prepared to raise many issues besides scams of the past when its members were former ministers. Perhaps, this is why many other scams did not figure during the autumn session.
