Finance dept issues guidelines for CMLIS claims processing

The Finance Department has issued guidelines regarding claims processing under the Chief Minister’s Universal Life Insurance Scheme (CMLIS) for the benefit of beneficiaries and their families.
The initiative is designed to provide comprehensive support to families affected by death of breadwinner or affected by accidents, ensuring financial security through a clear and efficient claims processing.
As per the guidelines, for claims following death of breadwinner due to any reason, the person should be registered as breadwinner in CMLIS portal, and the claim/death must be intimated to the Insurance Facilitation Cell of Finance Department within three weeks through call or WhatsApp (9366494507).
The facilitation cell would assist in further documentation. Detailed instructions are available on the official website cmlis.gov.in. For accidental insurance claim, in case of incidents like road, rail and similar vehicular accidents, drowning, death involving any crime, etc, the accident should be reported to police. In case of incidents like snake bite, fall from tree, etc, the case should be supported by immediate hospital record.
As per the guidelines, “accident” means a sudden, unforeseen and involuntary event caused by external, violent and visible means. Natural calamities being in the nature of accidents, any death/disability resulting from such natural calamities is also covered under CMLIS. While death due to suicide is not covered, that from murder is covered.
However, illness/loss caused by childbirth/pregnancy, illness/loss caused due to mosquito bite and resultant diseases, illness/loss caused due to bio-chemical nuclear weapons, illness/loss caused by participating in civil riot/rebellion/terrorism activities, intentional self-inflicted injury or illness, injury under the influence of intoxicants or hallucinogens, suicide/attempt of suicide, willful participation in illegal activities, pre-existing diseases and complications arising from it, and participation in sports and adventure sports without the supervision of a trained professional are excluded from claims.
Beneficiaries have been requested to go through the exclusion list on the website cmlis.gov.in. For claim processing for accidental disability or death of breadwinner or dependant, the claimant must be registered as a beneficiary under CMLIS and will cover deaths due to accident as confirmed by documentary evidence only.
Claims must be reported within seven days of the accident and no later than one month from the date of the actual or potential loss. The intimation can be provided over phone call or WhatsApp (9366494507).
It is mandatory to report the accident to the nearest police station and ensure it is documented in the general diary, while a post-mortem report is mandatory for claims related to death. If a post-mortem is not feasible due to genuine reason, an inquest report from administrative officer or executive magistrate under Sect 194 of Bhartiya Nagarik Suraksha Sanhita must be submitted.
This report should include photos of injuries sustained due to accident if any, photos taken during the inquest with police personnel present, and a medical certificate indicating the cause of death.
Families affected by an accident should promptly approach the administration to conduct an inquest when a post-mortem is not possible.

In case of death of breadwinner due to accident, both life insurance and accidental insurance claims can be processed independently
As the CMLIS portal is still open for the general public, those who have not registered for the scheme have been advised to do so.
The Finance Department has urged all claimants to strictly adhere to the guidelines to ensure timely processing of claims without rejection by the insurance provider.
