All Nagaland Electricity Field Workers’ Association (ANEFWA) has opposed the move to requisition 14 J.E. (E) posts to the NPSC, saying if at all 14 posts of J.E. (E) were requisitioned to the commission, the promotion of members of the association – who are diploma holders i.e. petitioners in W.P (C) No. 10% 152 (K) of 2011 – as well as promotion for non-certificate employees and industrial training institute holders, serving below the ranks of J.E. (E), would be affected and the same would be against norms set by the said Service Rule.
In a representation to the state minister for power, the association president Pangner Pongen and assistant general secretary N.Lotha said petitioners in W.P (C) No. 152 (K) of 2011, seeking for 10% reservation of J.E. (E) under power department as per Nagaland Engineering Services Rule, 2006, were bona fide members of the association.
They said in view of non-consideration of their case for promotion, as per the laid down quota under provision of the service Rule, the promotion for non-certificate employees and industrial training institute holders, serving below the ranks J.E (E), who were bona fide members of the association, were stagnated to be promoted to supervisor, meter inspector, foreman and shift engineer. Therefore, in the light of the above circumstances, the ANEFWA demanded that 14 posts of junior engineer (E) should not be requisitioned to the commission, adding that for opening the route for promotion of the petitioners must be considered as per the Rule. Urging authorities responsible to act strictly in accordance with the Rule, the association said failure to act would force them to fight for their rights till the end against any contingency of requisitioned of the referred 14 post of J.E (E).
